@nuway You just need to drag and drop the BattleSimulator.dll file, the BattleSimulator.ini file, and the BattleSimulator folder into your scripts folder. Drag and drop the gameconfig.xml to this location ... mods > update > update.rpf > common > data. Be aware that you may need to get a newer, better game config and edit it so you can have more than 3 peds in melee combat.
Here are two pics of where to put the files just in case google translate sucks, I don't use it so don't know how it is.

@nuway Sorry, I don't know what would be the problem. I didn't actually install the mod, just downloaded it to show you how to install it.
Is there maybe a setting in the .ini file that you could check? It could be a flag in a file somewhere dictating their behavior. Maybe something in the gameconfig, or maybe something in the script. That's all way beyond my knowledge at this time.
