How to fix cutscene bloom on low/hi PostFX.

You've got an outdated system and you only play singleplayer? You love the story mode? You always watch the cutscenes? This mod/fix is definitely for you!
Unfortunately, if you play GTA: Online, I suggest you do not use this mod as it can get you banned beacuse this is a mod. A mod called "ScreenEffects", which requires ScriptHook to be installed.
So, if you're familiar with the issue, you already know what I'm talking about. If you aren't...then you probably don't need this but check this out:

When you set PostFX quality to "Normal" or "High", you get this ugly-ass bloom-ish effect. It seriously makes the cutscenes look bad. Originally, setting PostFX to "Very High" or "Ultra" fixes this issue, however, you might be aware of the fact that PostFX takes a lot of processing power and it'll cause a significant drop in fps; plus if you're barely getting 30 fps on low/medium - like me - the last thing you wanna do is crank up the PostFX value. Also, PostFX on "Very High" or "Ultra" will still add some sort of blur, it looks nicer, though.
Me personally, I have been trying to fix this for a long time. I tried editing visualsettings.dat and timecycle but nothing's worked out so far. Also, I've never seen anyone solve this issue either so...
