Liberty city rewinds fps lose

so I've tried a couple of time, to install liberty city rewind but when I look at a certain area I lose fps only if I look at one area fps comes back now i figured that it's probably my pc or the textures for it is too high but I think it was worth a try asking here maybe someone know a batter version of it or something like that so if someone can help me I will appreciate it thanks.
