Peds menu wont show

Im trying to make my son a superhero city so when hes in the office with me hes got something to do. Ive become a patreon of JulioNIM and wanted to use better/different peds.
Anyone spot in my files what im missing or that shouldnt be there?
im running the latest version of GTAV i bought from rockstar.
Messing around with the files, I did manage to get the menu to pop up once, then it wouldnt pop up at all.
