complete custom map

Is it possible to create a full on custom map. Not just a addon that appears somewhere in San Andreas i mean a complete new and custom map for example London. This should be possible right? Because the map is also just a file that everybody can access. So wouldnt it be able to create a custom map through a dlcpack?

Sure, you'd have to remove the main map though if that's what you mean, which could take some time, aswell as you need to wipe the scripts properly so SA stuff doesn't spawn like random events or missions
