@maxcun if you never started game I think the game is starting with first mission in North Yankton without which you can't go to open world, but you can download 100% complete game save here

You can't play some missions only if you change the gameconfig file

@maxcun installation guide of that save game? you had to do anything wrong coz I'm using that 100% game so it's for sure working and you don't need to do any mission with that, delete your previous save maybe and leave in folder only this downloaded one
