[Help] People getting out of their cars bug

I have had this weird bug where people get out of their cars any time I get near them. It is extremely annoying, especially when trying to drive through the city. If anyone knows how to solve this please help.

@colby3920 Does this occur around just normal gameplay or while doing something like LSPDFR?

Oh, sorry. I managed to fix it. I apparently had EMP mode on with Menyoo. It was happening in normal gameplay though. I haven't used LSPDFR.
