Grand Theft Auto V Problem Textures and Shadow

Hi, Thanks for being here.
I hope you can help me.

Spec:
Processor: Intel Core I5 4460
Ram: 16GB DDR3 HyperX
Power Source: Corsair 600cx
Motherboard: Asus B85-E/BR
VGA: GTX 980TI Galax

I have the following problem:

When I start a game beyond GTA V, the textures from afar seem blurry and weird is more visible in GTA V.
I use some graphic mods.
but I tested without any mod and continued the same.
I formatted the pc for windows 10 latest version.
Old Nvidia driver version 431. and new latest available.
I did the uninstallation by ddu.
This problem started after the last update. does anyone know how to fix?

It turns out that the near shadows are clear and the long ones look blurry, by far it's even worse looking corrupted.
