HUGE FPS DROPS

Hi,
I my pc build is i7 9700K, SLI 2080, 16Go RAM..
BUT, i can see huge fps drops when i play but no reason of this on the hardware side ( As you can see on the picture).
I have a clean instal of Windows and my game is on the lastest update of GTA V and i play with the max settings just the Post FX on Normal and the grass on High.
So, if someone can help me, because i try to solve this since few months but i never found the solution..Thank you ! !!
