Is there any mod around that adds a chance for random cars on the street to be upgraded?

Afaik @Eddlm's Lively World does this. All other tuned spawns the game has by default, are (I think) game scenarios which are somewhat hardcoded (e.g. you always see a specific pimped vehicle driving around).
