Tips for Slow Loading Game Assets

For a LONG while, when loading up the game, I had experienced slow loading of game assets. I would spawn in, and then wait 15-20 seconds for the buildings and structures to load in. It just came about one day,and learned to live with it, but that DIDN'T use to be a thing for me.
Then one day, I noticed I could NOT switch characters - something I rarely ever do - but I could not switch from Michael to either of the other protagonists.
This prompted me to try a 100% completed game-save from this site - I tried this one for example -

Not only was I able to switch characters again, but I noticed that as soon as the game loaded, EVERYTHING loaded INSTANTLY. Here is a screenshot....even peds were right on top of me, LOL
