Natural Vision Remastered unreadable signs/lights 10x too bright

I've been trying to figure out this issue with NVR for quite a while now. I will say to preface this, this is on FiveM, however, what I'm looking for is hopefully someone that knows what needs to be changed in order to lower the brightness in the lighting. I've looked all over and the FiveM forums aren't necessarily the place to ask for non FiveM specific questions. I've looked through the visualsettings.dat and tried changing a few things a while back to no avail. I've decided to reinstall NVR to see if I can figure it out and still have been unable to. Signs, stores, car lights, etc are extremely blight and in an unplayable condition.
