is there a mod where you can choose what mods u wanted added on that time like have like lspdfr sometimes but then open whatever and tale it out while in gta 5 sp

I think there are mod managers around this (or another) site, but as far as the LSPDFR goes you will likely not find any.
LSPDFR is run from the RPH level and not the game level itself, so I'm not sure if you can just "turn it off" while in game.
What you can do however, is obviously use the RPH settings window and uncheck LSPDFR if you don't want it to load upon game launch.
