Is it possible to create mods without zmodeler 3

I was wondering if it was possible to create mods without zmodeler 3? If so, what programs.

Mods...?
Zmodeler is used only for making 3d objects like cars... That's all it does.
If, for example, you would like to retexture game world or make a mod that let's you fire dolphins instead of missiles, then you don't need it.

@TheMurderousCricket Zmodeler for GTAV is rather a converting tool with modeling "possibility". For actually "making" 3d objects like cars, I´d suggest something else like 3DS Max...
