Is it just me, or is NaturalVision not much more than a fairly minor lighting / color correction mod?

I'm certainly not "wowed" by it as some people seem to be. It doesn't look nearly as different from the vanilla game as I'd expected it to based on the hype.
Are there other mods people typically use alongside it to get a better result, or something?

I agree with you to a level. For one thing, I continue to use VisualV finding NVR to complex compared to the added value.
But in all honesty, every graphics mod is, in a great part, just that - a recolor. Making lights, ambient occlusion and light propagation more realistic than Cockstar did.
There are however many additional and rather unwelcome visual effects that these mods attempt to remove. Like, for instance, chromatic aberration which Gods know why Cockstar has put in the game.
Composition mistakes and surreality - this is what you get when you witness a product of people who spend their lives enclosed in a greedy company that doesn't let them experience the outside world and take some actual pictures of how things work in nature.
This is why we need graphics mods.

What strikes me as most odd about NVR is that without at least using the ENB option it comes with, it's not immediately clear to me that it does anything.
One thing I'd certainly like in general though is a good HD texture pack. Are there any out there you know of, even if they're not "complete"?

Maybe the problem is that I'd kind of assumed it was also something of a large-scale texture overhaul, which it isn't.

Very balanced and well done timecycle edits paired to controls for it via visualsettings.dat, weather.xml etc etc. And in the optionals a lot more edits

I totally get that, but it just doesn't seem to be that much of a leap visually if you were already running the game at maxed-out settings.
Also, things like the weather stuff would come across much more nicely with skybox textures better than the game's relatively low-res default ones, for example.

Guys, to a great extent it is the question of your expectations. Each of us will understand the word "realism" differently.
For @Akira1364 it may a be texture overhaul. For @ReNNie these are timecycle .xmls. For me, that would be light propagation across the gameworld and environment coloration.
The great thing about graphics mods is that a lot of them combine features. So even if you are not convinced about one thing or another, you may still find something that makes you nod with appreciation.
On an unrelated note, I find the shadow system in this game to be completely appalling...
Sun shining through buildings. Light at sunrise casting haphazard shadows that have nothing to do with the terrain profile. Dusk light having full-contrast orange hue, looong after the sunset.
I don't know who made such a mess in the vannila version of the game. Looks a lot like an infinite monkey theorem to me...

@Akira1364 VisualV and NVR are not textures mods it's enchancement of graphic settings what mean lights, shapes etc. It's like basement to get realistic graphic, you can't get it only with these mods, but you can't get it without them (if you don't make own ones of course). You should for sure use ENB and Reshade, it's like sibs with these 2 mods and you need to have it for awesome graphic.
If you want to improve it after that even more use 4K textures mods for everything what you would find - roads, vegetations, water, sky, blood etc.

I mean, that specifically does just show changes to lighting and color.

I mean it's not like you can rewrite every single shader, or hell, even edit shaders (you can through hex editing but that's as far as it goes) graphical modding is based on editing existing values and such, we can't just make the graphics look completely different because you can't modify shaders

Speaking of "not being able to see the changes," I wish we could get a graphic overhaul mod that tries to emulate the visuals in whatever is the most recently released title on the RAGE engine, as opposed to all these others that try to just go for "realism."
It's always bothered me how IV, RDR, MP3, and now RDR2 look compared to GTA V. Whereas the first four seem to have that progressively approaching "photorealism as technology allows," V went with a different "artstyle." I don't know what to call it, but it's not on the same level as those other games that came from Rockstar. But you all know what I'm talking about. I guess some of these "realism" graphics mods try to fix this, but at the same time they go for "realism" so they drop some of the things that those other games have. Like for example, the "cinematic" bright, visible nights. Instead with all these mods we always get the realistic pitch black nights.
Like why don't we ever get graphics mods for these older games that try to make them look on par with the newest one? Why instead of a graphics mod that makes V's visuals on par with RDR2, we get something that gets close to that, but also skips some things--like making nights pitch black instead of the beautiful nights that RDR2 has?
