Bums and Junkies sh*t on streets. Random feces and needles on sidewalk

Since California has become the needle and feces capital of the US over the last few years, it would only be fitting that we had a mod that added Bums and Junkies shitting on the streets randomly. As well as feces and needles on sidewalks and in gutters. Just an idea that I've wanted to get to, but haven't had the time to do. Anyone willing to pick this idea up is more than welcome to it.
