How to load North Yankton on game load without trainers?

I just simply want it to be there without the use of trainers in addition to retaining the yankton map, traffic and weather. Which file and what exactly must be done to make this happen?

@ArmaniAdnr Thanks but that's not what I'm really looking for, I'm looking for enabling the IPL's for North Yankton without a mod permanently. I assumed IPL's are scripted for North Yankton as I can't find them, I was hoping it was possible somehow.
