Adding Custom License Plates

Guys, we can easily add plates from this beautiful mod https://www.gta5-mods.com/paintjobs/new-license-plates-add-on#description_tab obviously from Brick.
HOWEVER... Is there a method allowing us to put plates in the game via our own RPF mod rather than touching base-game RPFs, files etc?

No. Not via vehshare where they need to be.

Menyoo has a feature where you can customize the writing on the plates. I've used it in combination with the TX plate mod before.
