Install a trainer like Simple Trainer which can give you the weapon.

I have installed a simple trainer, but the weapon still doesn't appear.
and when I use trainer menyoo, in the get all weapon menu. the widowmaker still doesn't appear.

I guess you might need the dlc that consists of the weapons.
