GTA for my 9 year old

Hello all, my 9 year old loves GTA but his mum (for obvious reasons) won't let him play it, he has pointed me to this site
I am wanting to download this mod for him but he has an xbox one, firstly is it available on the xbox or just the PC? He has a gaming computer coming at Christmas but doesn't know it yet !!
Any help & advice is much appreciated. Thanks.

@lagarr you are unable to mod gta V on any console. These type of mods are for PC only.
