Just Cause 2 Grappling Hook as ADD-ON/Replacer?

the Just Cause 2 mod looks long dead, despite the fact it still works it is very annoying how it affects all guns if you dont turn it off. this is probably one of the more advanced mods, but it looks like everything is there to make it a dlc addon or add the grapple to a gun. Willing to discuss a Donation Amount if a Modder with the capability is around. Not sure if JulioNIB is keeping people off his mods but id pay for a personal copy of an ADD-ON/Replacer.
