It seems to me that even if there is a model, no one will do it, they have their reasons

there's always a way. I'd first try contacting the original mod author on gtaforums just in case he responds to get at least permission to use his base.
From there if not, find someone else who can do it from scratch or get us all to chip in to buy the 3d model and see if someone can complete it.
Never give up hope with mods cause you never know what vehicles will be released eventually. It took 4 years to get a Chevy Cobalt SS and a Dodge Neon released for this game but they came eventually.

@TRDOffroad97 that's not even a real dodge caravan from 2005 its just an edit of the vapid minivan, if u look closely, google it and u will see.

@Lil-Slim-C yeah your absolutely right its more of a vapid minivan dressed as a Dodge caravan. Guess I never noticed that before.
