Car Generator issue

Hello i try to spawn cars from gang with the car generator but it doesnt work at all
i try the flag 3585296599, lowriders_modded_ballas in popgroup but nothing work ? Anyone can help me im stuck after so many hours looking for it Thanks !i tried everything even with OPEN iV... but i'm stuck

Forget the popgroups part (pretty sure it doesn't work/missing info to get it to work), just do it manually like this:

You can increase a vehicle's chance of spawning by copying & pasting it's identical block of data (red/green in pic) more than once.
