How to edit BloodFX.dat?

I have searched the whole internet and not a single mention of this specific file. I want to know what are the parameters for the effect e.g MIST_TRESH
I want to edit the bloodfx.dat so more Decals will appear when shooting somebody , can anyone help? Please?

@Jitnaught ooohhh , haha yeah the guys who were talking about the bloodfx. I still dont get it how a effect is supposed to spawn decals , but maybe ill be looking at it. Thanks btw!
