Help with screen flicker

So basically whenever i load up gta story with mods on the screen starts to flicker but not lights but for the whole screen too
My specs are:
Processor: Intel(R) Core(TM) i5-4590 CPU @ 3.30GHzGraphics Card: Radeon RX 580 Series
RAM: 16 GB
Also here is a visual representation(sorry its not well recorded)
the video is of a time it was a minor problem but most of the time it takes up the whole screen
