How do I make PEDS walk around?

@ChiliDog The games AI mechanic allows peds to walk around so you don’t have to do anything, but watch them walk around!
You’ll see these peds walk around mainly in the city.
If you knew that then you probably want to be more specific on what you really meant.

I meant for PED spawning. Like if I put a cow into play how can I make it walk around.
