Editing Amount of Cops/Dispatch in each vehicle?

Hi so I was messing with the Dispatch.meta and pretty much know how to adjust amount of dispatch and changing the peds and vehicles along with the adding flags part to avoid the driverless cars bug.
My question now is if there's a non script intrusive way to modify the amount of cops/swat that spawns with each vehicle in a dispatch. I was hoping to fully populate trucks and humvees for the later tiers of the wanted level but they always spawn with the default 2 people loadout.

But as you write in your post you have a knowledge of dispatch.meta. Coud you please tell me how to "adjust the amount of dispatch"? Thanks
