Change street names

Hello,
I want to change the (street) names to the (street) names in the muncipality where I work and live (e.g. Los Santos to Lochem, and the streets and neighborhoods within it, though the neighborhoods will be a bit fictional, Sandy Shores to Laren and the streets within that), how can I do that? I looked everywhere but can't find it

Maybe in the american.gxt file? not sure i’m just guessing here but it could be. I’ve never opened that file to see what it looks like but it could be in there somewhere
