Need help setting spawn frequency for ped props

Hi guy, as the topic says i would like to know how to set the spawn frequency of the props for the swat ped. In my case the swat model doesnt have a helmet attached to it, instead the helmet's in the props, does anyone know how to edit the YMT file to make the helmet(prop) spawn every time no matter what condition?
the model has 2 props: p_eyes_000 for sun glasses and p_head_000 for the helmet.
