[SCRIPT] Can someone make a working Custom Peds mod?

This mod just does not work:

And there's nothing else that replaces it or does the same thing. It hasn't been updated since 2018 and it doesn't look like it's going to get updated, so can somebody update it themselves or make a new mod entirely?
