Missing Street Lights?

Hey Amazing mod people!
i was cruising along up by franklins place, using a graphics mod that makes it pretty dark at night. i realized a lot of the streets around there don't have street lights. I was wondering if there is a mod that already exists to add them or if someone could create it or tell me how i could do it myself.
i just felt it to be very out of place not to have street lights in a nice neighborhood.

@AwfulRemystemple over 4K lights aroudn whole map here I pretty sure it would have lights easwell where you need them (:
