Bright streets at night only in Los Santos glitch

Here is my problem, the street are just not affected by nighttime, can someone have an idea of why ? Or how to find which mod is causing this ? From memory I never put a road/lighting mod.

that’s just the streetlights that are already in the game, afaik it’s always been like that
