Tattoo shops are always closed, pls help.

Hi, for some reason, the tattoo shop is always closed, I can't enter and the tattoo guy is not even there, this problem appeared after I installed ScriptHookV.
Does someone else have/had this problem? If u know a way to fix this pls tell me.

Have you any mods that disable despawning of dlc vehicles?
