Anybody know how to make swat units wear hats when dispatch?

I've downloaded a SWAT mod and installed it but when I test it, the swat units are not wearing hats not a single one of them. I confirmed using the trainer that the hat accessory was properly installed but it won't show up when NPCs with swat model spawns. Is there any way I can do to make them wear hats? Plz help
