[MISC] Ultimate mod for police behavior

Please do not post hate like "script kiddo" etc. I'm completely new and have an idea, but I don't want to mess everything up.

I've been thinking about complete renewal for the police chaseing system, by adding together a few mods from this site and a few additional changes but I don't know how to synchronize them so that everything could work.

And here's the idea:

LSPD patrols wander around LS, LSSD partols around country, SAHP on freeway without wanted level. (link 1)
All officers are better armed but not overpowered (link 2)
LSSD has it's own chopper and interceptors (link3) but also has stainers (variety like with LSPD), along with LSSD boat (link 4), blazer (link 5), and swat (link 6), LSSD buffalo would look nice too
all cars - stainers, interceptors and buffalos normaly patrol the streets and respond to callouts/wanted level not only interceptors
U.S.C.G boat with crue (link 7) patrol waters without wanted level, and during the chase it spawns along with LSPD/LSSD predators as a separate force (so that when you enter the water and move to the other zone you can be chased by 3 different boats in the same time).
LSPD SWAT is using riot instead of fib granger, and tac team is bigger (let's say 5/6 instead of 3 officers in car)
with 5 star wanted level FIB joins the chase, normal agents spawns in fib buffalos, and FIB swat (from "The Wrap Up" mission) goes in fib grangers and fib chopper (for example link 8 )
I think it would look great in game especially with LSPD cars with paintjob from link 9

Could someone more expirenced put it all together (especially "dispatch.meta" where i got lost)? pleeeeease

You need to get permission from the creators of each mod to re-upload, otherwise your mod could be taken down.
