How to add more Military/Police Peds?

So i wanna know how to add more military/police peds without replacing original peds. Yep im talking about Fort Zancudo/Police Department.

Hey. I"m not the most experienced, but when i wanted to remove the helicopters from being wanted i went into dispatch.meta and set all the heli levels to 0. i can imagine the opposite could be done with the same file, just have a look through it and you'll probably find what you're looking for.
