Vagos wont attack me?

Whenever I attack Vagos members they all just run away. Even when I go guns blazing in their "main base" (in Rancho with the murals and gang cars). The Marabunta Grande and Ballas etc attack me normally when I mess with them. Is this normal or is it just my game? Tried with Frank and Trevor.
