Vehicle custom spawn

a few days ago I saw a mod where you could choose which cars could be spawn, what cars could the rich and the poor to use, but that mod was remove and the file in GTA V to, so.. I would like to see if a similar mod could be created, even choosing cars from dlc or addson.
