new to this and no mod folder

I am new to this mod and I am not playing it thro steam. just on the pc and I was trying to add a mod of a police car but I have no mod folder so I have no clue where it goes.

@Ryan8805 Download openiv, install the asi loaders, make a new folder called mods if there's not one already, then copy and paste the update folder into it. Then you're set.
