NPC's/peds attack restricted areas. IE: Fort Zancudo

As the title says, I have tried to find a mod that would do such a thing but I cannot find one. If someone can point me to a mod (or create one?) That would be oh so cool!
So what I am looking for is where the civilians (armed of course) will drive up to the military base, MerryWeather, the police stations or where ever and start shooting, attacking, that sort of thing.
