Make the police being able to go off road

I'm trying to find a way to make the police able to go off-road, like chasing in mountains.

I'm aware of the flag 'FLAG_IS_OFFROAD_VEHICLE', but this seems to only auhorize the specific car to go out of the road.

I saw a mod somewhere that was looking like what i'm searching for, but I can't seem to find it anymore.
