Trouble loading GTA V Space & Statue of Liberty

Ok so I have downloaded and inserted everything in the right folder. I've gone through like 20 videos basically just making sure I installed the right things in the right folder. I have disabled Windows Defender AND NordVP. I'm running GTA V on Steam and it will load GTA V Space I'm able to do to the Commander and all that's there is just the Space Shuttle hovering above water (no island) and once I get to space it's just black and I can't go anywhere. I have NoBoundry Limits installed and even tried it with it NOT installed and still, the same thing. I'd say it can't load anything but it loads Liberty City just fine....so the Statue of Liberty doesn't load at all, and the GTA V Space loads only enough to tease me...I have NO CLUE wtf is going on.
