Can't spawn vehicles on 1868.1

I'm currently on 1.0.1868.1 Steam version of GTA 5.

I've already done this before on my old laptop but it was running on a crack version. and the mods are working fine.

but now that i'm using a steam version, the native trainer works, but whenever I try to spawn vehicles, it always says model not found.

How do I fix this?
