What's the difference? Does it matter which folder a modded file is placed in?

'dlc_patch' files take priority over 'dlcpacks' ones

Anything in 'update.rpf' takes priority over any other identical files anywhere else in the game.
So install to 'dlc_patch' to see your changes in-game
