what's streamed peds? and how does it differ from normal peds?

I saw some mods that says "this is a streamed ped" and idk what it means.

streamed peds are peds that have separate slices of body parts including props. . but non-streamed peds are usually a ped that has body components in 1 .ydd file , example of non-streamed ped are ambient peds in the game and streamed peds are the players or the cutscene actors..
