Infinite "Loading Story Mode" issue

Whenever I install the Custom Radio mod or the AfterHoursSP mod, the game just gets stuck on loading. From what I can tell, whenever the "ikpflac.dll" or "ikpmp3.dll" or "irrrKlang" or something .dll files are in a mod, the game does this issue. Please help, I made entire logos and stuff for the Custom Radio mod lol.
Specs:
NVIDIA GeForce GTX 750 Ti
Windows 10
Intel Core-i5 2400
8GB RAM.
Help would be appreciated.
