Mods upload?

Can I uploads mods thats someone else made if I have their permissions it's my brother's mods and be said its ok.

If the permission was said in-person, I don't think you need to worry about proof. If it was said via text (email, SMS, Discord), just take a screenshot, and show that to the moderators if they ask for it.
Just keep in mind, if you don't have a screenshot or some other form of proof, your brother could possibly have your mod taken down if he wanted.
Either way, you should add a note to your description that says "This is my brother's mod, and he gave me permission to upload it here."
