How to stop a mod crashing

I've recently downloaded the Retro Emergency Vehicles pack https://www.gta5-mods.com/vehicles/lore-friendly-retro-emergency-vehicles-pack#comments_tab
I installed it all correctly in the right places on a clean install but it always crashes right on startup. I asked for help in the comments twice but to no avail. Any help would be greatly appreciated.
