Upload full car

I have made a reskin of a police car en people like it... The original car is not available annymore (maker delete his account).. So can I upload a update/new version of the car with al the needed files so they csn use the car? With credits to the maker?

@Cod_Saboteur no, without explicit permission you can not upload files from other authors

Similar question, an author appears to be absent since last year. I've made some slight tweaks to fix a texture error, I presume explicit permission is still required (I sent a message their way but don't expect to hear back)?

@dimedius Explicit permission is required unless the author mentioned something on the original mod description about everyone's permission to edit and upload his work.
