LSPDFR plugin that comes with automatic breaking?

Im using gta5, without loading the lspdfr plugin i can drive normal, when the plugin is installed, all vehicles in which I drive slow down if I try to ram the back of another vehicle or basically run someone over. The vehicle immediately slows itself down and its beginning to piss me off.
Ive been playing fallout4 because nobody responded to this Q on lspfrs specific support forum.

You'll have to disable each plugin one by one to see which one is the problem.
